Patrice Latka, MScCH, BHSc (Midw.)
MIDWIFERY EDUCATION, INTERPROFESSIONAL LEARNING & CLINICAL SKILLS
Patrice is a first-generation Canadian of Polish descent, a midwife, and an educator specializing in interprofessional maternity care education, clinical skills development, and curriculum design. She taught for more than 15 years in the University of British Columbia and Toronto Metropolitan University midwifery programs, and has worked and taught in global and remote contexts, including Tanzania, South Sudan, Nunavik, and Nunavut.
Drawing on graduate studies in Health Practitioner Teacher Education and extensive clinical, classroom, and international teaching experience, Patrice has taught hundreds of health professionals and learners through fetal health surveillance, neonatal resuscitation, ALARM, MoreOB, and Midwifery Emergency Skills programs. She brings expertise in facilitation, evaluation, and interprofessional learning, with a focus on improving care for pregnant and birthing people, newborns, and families.

Anya Marion, MHA, BHSc (Midw.)
HEALTH WORKFORCE, EQUITY & ORGANIZATIONAL TRANSFORMATION
Anya is a health systems leader of mixed European and Asian settler ancestry whose experience spans clinical midwifery, health human resources, labour relations, workforce well-being, organizational equity, and institutional change. At The Ottawa Hospital, she has supported organization-wide work focused on equity, inclusion, employee engagement, education, and accountability.
Drawing on her background in maternal and newborn care, Anya brings a practical understanding of clinical work, workforce pressures, organizational culture, and the conditions needed to support sustainable systems change. Her experience is especially relevant to Civitas engagements involving workforce planning, equity-informed organizational transformation, change processes, and the design of systems that better support both providers and the people they serve.

Jim Lambley, MHA, CHE
HEALTH SYSTEMS STRATEGY, QUALITY, RISK & INNOVATION
Jim is an experienced health systems leader and professor whose work spans strategic planning, quality improvement, enterprise risk management, innovation, and digital health. A Certified Health Executive and Six Sigma Black Belt, he brings extensive experience leading complex improvement initiatives across public- and private-sector healthcare environments.
Jim has taught in the Master of Health Administration program at the Telfer School of Management, University of Ottawa, supporting health-sector leaders to think critically about governance, system performance, leadership, and organizational change. He brings valuable expertise to Civitas engagements that require strategic analysis, risk-informed planning, quality improvement, innovation, and practical approaches to strengthening health systems.
